KPN Mobile NV was created by Dutch incumbent telecommunications operator, Royal KPN, in mid-1998 as a holding company for its domestic mobile communications networks and operations. It was planned that an initial public offering (IPO) of shares in KPN Mobile would eventually be conducted, but these plans were superseded by the sale of a 15% stake in KPN Mobile to Japanese cellular operator, NTT DoCoMo, in August 2000, which formed part of a broader strategic alliance between the two companies. Nevertheless, as a result of a capital increase in early-2003, NTT DoCoMo's stake was diluted to 2.2%.

KPN Mobile comprises the following operating subsidiaries: KPN Mobile The Netherlands (100%), a mobile network operator in the Netherlands; KPN Mobile International (100%), the international division of KPN Mobile; BASE NV (100%), a mobile network operator in Belgium; and, E-Plus Mobilfunk GmbH & Co KG (100%), a mobile network operator in Germany.

KPN Mobile also currently owns a 15% stake in Hutchison 3G UK Holdings Ltd (3 UK), which launched 3G services in the UK in the first quarter of 2003. In November 2003, KPN Mobile and Hutchison Whampoa resolved an ongoing dispute regarding 3 UK. Under the agreement, KPN Mobile will sell its entire 15% stake in 3 UK to Hutchison Whampoa for UK£90 million in cash. The deal is expected to be complete by the end of 2007.

At the end of 2004, Royal KPN held 97.84% of KPN Mobile NV, while the remaining 2.16% shares were held by NTT DoCoMo.
